The Vision
People who spend their lives contributing — nurses, teachers, engineers, small business owners — get almost nothing back in recognition beyond their salary. Society does not say thank you in any visible, lasting way.
We have a welfare system that costs a fortune, runs through dozens of overlapping programmes, and still leaves millions in poverty. Not because we do not spend enough. Because we spend it badly.
The tax system treats everyone the same regardless of what they have given. A person who dedicates their life to public service pays the same rate as someone who contributes very little.

Every class system that has ever existed is based on accident — birth, inheritance, connection. CDI strata are based on verifiable contribution. The algorithm finds you. The data already exists.
The Strata
Every person in society has a place in Consilium Dignitatis. Five sectors reflect every form of human contribution. Within each, five strata reflect the level of that contribution. Above all strata sits the Patron tier. Below all strata sits the floor — a guarantee, not a punishment.

Each stratum carries a post-nominal designation — letters after your name, earned by evidence. PCV·I (Public & Civil, Stratum One) · PSE·III (Science & Engineering, Stratum Three) · GPP (Grand Patron, always listed first). Your stratum also determines your Personal Contribution Rate — the percentage of earnings that flows to the shared pool, and the spending discount you receive in return.
The Economic Engine
Consilium Dignitatis does not require new taxes or the destruction of existing wealth. It requires one mechanism: a Personal Contribution Rate — a percentage of earnings that flows into a shared pool, determined by stratum. Higher contributors give more. Lower contributors give less. Every contributor receives a spending discount equal to half their contribution rate. The pool funds the floor, the government, and the future.

The Moonshot Fund
Ten percent of the annual pool surplus flows into the Moonshot Fund — a permanent, politically independent capital fund. It does not disappear between governments. It compounds at 7% annually. In a mid-sized economy, it reaches tens of billions by Year 10. It funds the problems the market has no incentive to solve and governments cannot sustain across electoral cycles.
The Vanguard
The essential services that people depend on — energy, water, housing, transport — are often owned by shareholders with no interest in the communities they serve. Consilium Dignitatis does not nationalise them. It acquires stakes.
The Vanguard is the acquisition arm of CDI. Through it, CDI builds ownership positions in essential sector companies — positions whose returns flow back into the Contribution Pool. Over time, the profit motive in essential services is not abolished. It is redirected.
How It Grows
Consilium Dignitatis does not begin in a parliament. It begins with an institution — a constitutionally sound, credible, independent body that can carry the plan through every political cycle. That institution is being built now.
The Consilium Dignitatis Institute is being constituted as a Charitable Incorporated Organisation in the United Kingdom. Founding trustees are being appointed now. The architecture, the economic modelling, and the governance framework are complete. The institution that will carry the plan is being built.
The plan is introduced publicly — through the book, the website, and the calculator. People discover their stratum. They understand what the floor means for everyone they know. Public understanding builds the mandate that Phase Three requires.
Portugal is the proposed first implementation — a country of the right scale, with the fiscal conditions and political openness to run it properly. With a proven institution behind it and public understanding established, the case for legislative adoption is made on evidence, not aspiration.
The Prestige Council
The Prestige Council is the institutional spine of Consilium Dignitatis. Established by legislation. Operating within the rule of law. Answering first to the public — not to contributors, not to political parties, not to commercial interests. Its decisions cannot be overridden by ministers.
The Council operates within government structures but is constitutionally shielded from political interference. Contribution is measured, not campaigned for. Stratum is assessed by algorithm and evidence — never self-declared.
Every decision, allocation, and stratum award is publicly visible. Pool health is published quarterly. Trust is built through radical openness, not promises.
The Council answers first to the people. Its mandate flows from the institution that built it. It cannot be captured by business or politics without losing the thing that gives it power.
Genuine authority to recognise contribution, manage the pool, fund the floor, and commission Moonshot investments. Not a symbol — a functioning institution with real and permanent power.
